The Comprehensive Program for Public Administration Reform in Vietnam has clearly identified six areas of reform: institutional reform; administrative procedure reform; administrative apparatus reform; building and improving the quality of cadres, civil servants, and public employees; public finance reform; administrative modernization; and at the same time, clearly defining reform goals and tasks and identifying implementation solutions to ensure the success of the reform process. In phase I, the Vietnamese Government focused on creating the foundation for reforming the public administration system such as building a one-stop-shop mechanism and decentralizing power to the grassroots. In phase II, administrative reform took a step further to affirm decentralization but also emphasized grassroots democracy and real participation of the people with the aim of building an effective, public, and accountable mechanism in local state governance. Although it was carried out decades ago, until now not many people, even state officials, clearly understand the administrative reform process. Perhaps this is also a reason why the administrative reform process, although implemented for a long time, still has many limitations and shortcomings. Partly due to limited propaganda work, making people understand administrative reform as simply "reducing cumbersome administrative procedures" and "fighting corruption". With the goal of providing readers with basic understanding and different views and perspectives on the administrative reform process being carried out in Vietnam in general and Gia Phu commune in particular, we provide readers with basic information to understand administrative reform. What is administrative reform? Administrative reform is to create changes in the constituent elements of the administration to make state administrative agencies operate more effectively and efficiently and serve the people and society better.
The State Administrative Reform Program has identified the following goals:
Regarding institutional reform , continue to build and perfect the institutional system of the state administration, synchronous in all fields; improve the quality of socialist-oriented market economic institutions, synchronous, modern, integrated, focusing on the market of production factors, especially the market of land use rights, science and technology; create a breakthrough in mobilizing, allocating and effectively using resources to promote national development; organize strict and effective law enforcement, raise awareness of law compliance of individuals, organizations and the whole society.
Regarding administrative procedure reform , drastically, synchronously and effectively reform regulations on administrative procedures related to people and businesses; internal administrative procedures between state administrative agencies; review, reduce and simplify business conditions, dossier components and optimize administrative procedure settlement processes based on strong application of information technology; remove barriers that restrict business freedom, improve and enhance the quality of the investment and business environment, ensure fair, equal and transparent competition; innovate and improve the effectiveness of implementing the one-stop and one-stop mechanism in handling administrative procedures. Promote the implementation of administrative procedures in the electronic environment so that people and businesses can perform services anytime, anywhere, on different devices.
Regarding the reform of the state administrative apparatus , continue to review the functions and tasks of state administrative agencies at all levels, clearly define the work of state administrative agencies; clearly define the organizational model of rural, urban, island governments and special administrative-economic units. Strengthen innovation and improve working methods to improve the effectiveness and efficiency of state management activities and arrange and streamline the organizational system of state administrative agencies at all levels according to regulations. Promote decentralization of state management; strengthen the review and rearrangement of the system of public service units towards streamlining, having a reasonable structure and improving operational efficiency.
On reforming the civil service system , building a professional, responsible, dynamic and talented civil service. Implementing a healthy, democratic, open and transparent competitive mechanism in appointing and promoting cadres and recruiting civil servants and public employees to attract truly virtuous and talented people to work in state administrative agencies.
Regarding public finance reform , strongly innovate the mechanism for allocating and using the state budget for administrative agencies and public service units in line with assigned tasks and output products, in order to enhance autonomy, self-responsibility and promote creativity; improve quality and efficiency of operations; control corruption in agencies and units. Promote the restructuring of state-owned enterprises, innovate the mechanism for managing state capital invested in enterprises.
